Depends on what you mean. If you mean reduce your upload to a paltry 1 KiB/s then no, it won't make your torrents download faster. In fact it'll make your torrents download slower. The rest of the torrent swarm prioritizes other peers who are helping with uploading. Capping your upload speed in torrents absolutely can and usually does slow your download speed. It will very rarely improve it. But the math to determine if and when that happens is dependent on complex variables, not the least of which is the torrent protocol itself.
